L'Europe au XXe siècle - Une Europe asymétrique

 

Dans la perspective de sa participation au Congrès international du CISH à Poznan en 2020, l’Association internationale d’histoire contemporaine de l’Europe (AIHCE) organise trois colloques sur la thématique « L’Europe au XXe siècle – Une Europe asymétrique ».

L’histoire européenne du XXe siècle a été marquée par une alternance entre des projets européens communs et une remise en question de ces projets, la plupart du temps véhémente, par des visions différentes. Pour reprendre une expression utilisée par un président américain, les vicissitudes de l’histoire du continent européen ont conduit à une différence sensible entre la « vieille Europe » et celle qui prend corps au lendemain de la Première Guerre mondiale, dénommée selon les usages « Europe centrale » pour les uns, « orientale » pour les autres, voire parfois «   « centre-est » ou encore «  « danubienne ». Les divergences entre ces « deux Europe », comme le relevait déjà Francis Delaisi dans l’entre-deux-guerres, sont criantes et s’expriment tout au long du XX° siècle. Elles sont à l’œuvre dans le système de Versailles, comme à travers le projet hitlérien pour l’Europe. Elles sont toujours présentes pendant la guerre froide.

Les colloques qui s’échelonneront jusqu’au congrès du CISH ont vocation à explorer cette asymétrie. A-t-elle influencé les interprétations de l’histoire européenne ? Présentèrent-elles l’Europe comme un ensemble homogène ? Ou comme un ensemble différencié ? Quelle interprétation a davantage cours  dans l’Ouest européen ? Dans l’Est ? Il s’agit ainsi de croiser les regards des historiographies, d’analyser les approches différentes de ces différents courants.

Un premier colloque se déroulera à cette fin à Moscou, du 6 au 8 décembre 2018. Il sera centré sur « Les idéologies pendant la Deuxième Guerre mondiale ».

Ce colloque  s’organise autour de quelques problématiques. Il s’intéresse d’abord au projet hitlérien pour l’Europe. Les projets nationaux-socialistes sont différents pour l’Ouest et l’Est de l’Europe. Leur application sur les différents espaces européens met en valeur cette vision différenciée de l’Europe. L’intégration dans cette Europe nazie est  également diversifiée (ici incorporation, là occupation ou satellisation). De nombreux travaux existent sur ces aspects. Nous entendons dans le cadre de ce colloque privilégier l’approche comparative, qui est souvent fructueuse pour l’historiographie si on confronte les narrations, les interprétations. Les situations différentes vécues tant à l’Est qu’à l’Ouest offrent ici de vastes perspectives.

Mais il est également important de s’interroger sur les projets européens des Alliés, des gouvernements en exil ou des mouvements de résistance. Là également, des asymétries existent et les contextes diversifiés conduisent tantôt à des projets d’ensemble, tantôt à des projets infrarégionaux d’organisation de l’Europe.

Elles comporteront le titre de la communication, un résumé de la problématique traitée sur 3500 signes maximum. Elles seront accompagnées d’un court CV présentant la carrière, les fonctions actuelles et la bibliographie de l’auteur(e) de la proposition. Les propositions seront rédigées soit en anglais, soit en français.

Le comité scientifique du colloque signifiera pour la fin du mois de juin 2018 l’acceptation ou le refus de la proposition.

 

Un second colloque s’intéresse à l’asymétrie du système de Versailles. Il se tiendra à Paris, au Centre Scientifique de l’Académie Polonaise des Sciences les 20-22 juin 2019. Un appel à communication sera diffusé à son propos dans des délais rapprochés.

Europe in the 20th century – An Asymmetric Europe

 

For its forthcoming participation in the International Congress of Historical Sciences in Poznan, Poland in 2020, the International Association for the Study of Contemporary Europe is organising three conferences on the theme : « Europe in the 20th century – An Asymmetric Europe ».

European history of the twentieth century has been characterised by an alternation between common European projects and a questioning of such projects, often vehemently, through alternative visions. To borrow an expression from an American president, the vicissitudes of the European continent’s history have led to a significant difference between the « Old Europe » and that which took shape at the end of the First World War, referred to either as « Central Europe » for some, « Eastern Europe » for others, even sometimes « East-Central » or « Danubian »  Europe. The divergences between these « two Europes », as Francis Delaisi first pointed out in the inter-war years, are striking and manifest themselves throughout the twentieth century. They are present in the Versailles system, and throughout the Hitlerian  project for Europe. They are still present during the Cold War.

The conferences that will take place leading up to the 2020 International Congress of Historical Sciences intend to explore this asymmetry. Have these projects influenced interpretations of European history ? Did they present Europe as a homogeneous entity? Or as a differentiated entity? Which interpretation is most current in Western Europe ? And Eastern Europe ? The idea will be to cross-compare these different currents.

The first conference on this theme will take place in Moscow from 6-8 December 2018. It will be focussed on : « Ideologies during the Second World War».

This conference is organised around several questions. First it is interested in the Hitlerian project for Europe. National-socialist plans were different for West and East Europe. Their application in different European spaces demonstrates this differentiated vision of Europe. Integration in a Nazi Europe was equally variegated (incorporation here, occupation there or satellitisation). Several works exist on these aspects. In the context of this conference we wish to favour a comparative approach, which is often fruitful for historiography if one confronts narratives and interpretations. The different experiences in the East and West offer a wide  variety of perspectives.

But it is equally important to question the European projects of the Allies, of governments in exile or resistance movements. There too asymmetry exists and the different contexts lead either to uniform projects or infra-regional projects for the organisation of Europe.

Paper proposals should be sent by the deadline of 8 May 2018 to :

Proposals should include the title of the paper, a summary of the argument in a maximun of 3500 characters. It should be accompanied by a short cv giving career, present occupation and a list of the author’s publications. Proposals should be written in either French or English.

The selection panel will notify applicants of their success or failure by the end of June 2018.

A second conference will look at the asymmetry of the Versailles system. It will take place in Paris at the Scientific Centre of the Polish Academy of Sciences from 20-22 June 2019. A call for papers will go out nearer the date.
